Requirements for inspection of buildings are clearly spelled out in the interstate standard "GOST 31937-2011". After this body issues an opinion that the building meets all technical requirements for operation, regulatory acts and project documentation, the technical report is returned to the developer or customer and remains with them for permanent storage.
